RSPCA Cymru appeal for information to trace owner

RSPCA Cymru is appealing for information after a rat was found dumped in a cage at the end of an alleyway in Newport.

A member of the public discovered the animal at around 12.45 on Monday (16/09/13) at the end of Milner Street, Liswerry and kept her until an RSPCA inspector could attend.
